Most strategies don’t fail on the drawing board. They fail when they come up against reality—when they’re put into action by people who weren’t involved in their development.

You recognize the pattern. Management retreats, often with the help of a consultant, and develops a well-thought-out strategy. It’s presented at a large meeting, delivered in a well-designed PowerPoint, and communicated throughout the organization. And then—not much happens. Employees nod, go back to their work, and a year later, the strategy is just a document that no one really follows.

For those of you working in business development, this is perhaps the toughest nut to crack of all. This article explores why strategies fail to take root—and how you can actually embed them throughout the entire organization.

## The problem: buy-in can’t be communicated after the fact

The most common misconception is that buy-in is a communication problem. That if we just explain the strategy clearly enough, with the right message and through enough channels, people will embrace it.

But buy-in isn’t about understanding a strategy. It’s about owning it. And you don’t own something you’ve merely been informed about—you own what you’ve helped shape.

When a strategy is developed by a few and rolled out to the many, an invisible dividing line is created. Those who were part of the process feel a sense of commitment and an understanding of all the trade-offs behind the decisions. Those who were simply presented with the result see a set of conclusions without context. No amount of communication after the fact can bridge that gap, because the gap isn’t a gap in information—it’s a gap in participation.

## The problem behind the problem: those who will implement the strategy know the most—and are consulted the least

There is a second, deeper cause. Those who are tasked with putting the strategy into practice—the employees closest to the customers, the processes, and day-to-day operations—are often the ones with the most concrete knowledge of what will actually work. And they are almost never involved when the strategy is being formulated.

This means that the strategy not only lacks buy-in; it also lacks a significant portion of the organization’s collective knowledge. Decisions are made without insight into what reality looks like on the ground. Obstacles that every employee is familiar with remain invisible until they surface during implementation. The strategy ends up being both less grounded and less sound than it could have been.

Broad involvement is therefore not just a matter of getting people on board. It is a matter of building a better strategy from the start.

## Why broad involvement is rarely practiced

If broad involvement provides both better buy-in and a stronger foundation—why doesn’t everyone do it?

The answer is that it has traditionally been practically unfeasible. Gathering perspectives from hundreds or thousands of employees has meant surveys that yield superficial answers, or workshops that accommodate only a handful of voices. And even if you manage to gather the data, days or weeks of manual analysis await before you can turn it into something useful. In practice, the choice has been between broad and superficial involvement, or narrow and deep involvement.

It’s this trade-off that no longer needs to apply.

## The solution: involve a broad audience, analyze quickly, and always provide feedback

Three principles make it possible to truly anchor a strategy:

**Engage broadly—in depth.** Gather perspectives from everyone affected, not just management and the obvious key players. When people contribute anonymously, they dare to be honest, and the idea is evaluated based on its content rather than on who is presenting it.

**Make the material immediately usable.** The value lies in being able to transform hundreds of contributions into a shared vision while the issue is still fresh—not after weeks of manual work. Rapid analysis makes broad involvement practically possible.

**Close the loop.** Share the results with everyone who participated. When people see that their contributions became part of the strategy, a sense of ownership emerges—which is the very foundation of implementation.

## Here’s how Vocean makes it happen

This is exactly what Vocean is built for. Instead of the strategy being shaped by a select few, you can involve hundreds or thousands of employees—anonymously, in a structured way, and in real time. Participants build on each other’s ideas, and Vocean’s AI analyzes all contributions to create a unified picture, including the patterns and contradictions that no single person would have noticed.

And because the results are shared with everyone who participated, the strategy isn’t something imposed from above—it becomes something the organization feels it has helped create. The idea becomes the driving force, not the person who proposed it.

The Swedish Sports Confederation and SISU Sports Educators used Vocean in their 2025 vision and strategy work. The challenge was a familiar one: the strategy lacked buy-in, it was difficult to generate engagement, and the processes were resource-intensive and protracted. With Vocean, they were able to engage a broad cross-section of a movement comprising 3.3 million members, 72 federations, and 19 districts, and develop a new overarching strategy—Swedish Sports 2035—with broad participation and buy-in built in from the start. As Elisabet Borg, Head of IT and Digital Development at the Swedish Sports Confederation and SISU Sports Educators, put it: “With Vocean, we’ve been able to achieve broad involvement and participation in the work of developing a new overarching strategy, Swedish Sports 2035. Through this collaboration, we will be able to continue increasing opportunities for involvement and participation in a similar way within the sports movement.”

You’re moving from a strategy that’s presented and meets with resistance to one that’s already well-established when it’s launched—because the organization has been involved in shaping it.
